Before I sit down, I am desirous to make a few observations respecting the expenses of the Civil List, amounting, on the 5th of January, 1806, to 158,000l. It will not be necessary for me now to detail to the house the circumstances which have occasioned this debt; they will be satisfactorily and fully explained whenever the subject comes properly under consideration. As far as I have been able to judge of the items of increased expence, many of them appear to be unavoidable. My advice is, that they should be discharged out of the proceeds of the ships captured previous to the war, of which fund there is yet a considerable surplus, even after the deduction of the million which has been included in the Ways and Means.$#x2014;
