Definition
- Proposed in 2004 Spending Review and piloted from 2005. Allows local authority discretion over use of non-mainstream funding, and flexibility in service delivery within three key areas: children and young people; safer and stronger communities; health and older people. Stakeholders/partners are: local authorities, voluntary and community sector, Government Offices for the Regions (the lead member) and government departments.
