2025 — 23rd October 29 No Lord to speak more than once to a motion [27 March 1621]

No Lord is to speak more than once to any motion, save only:

(a)

when the House is in committee;

(b)

the mover of a motion in reply; or

(c)

with the leave of the House, which may only be granted:

(i)

to a Lord to explain themselves in some material point of their speech (no new matter being introduced); or

(ii)

to the Chairman of Committees, or in their absence a Deputy Chairman, the Chair of a select committee on the report of such a committee, or a Minister of the Crown.

No Lord may speak more than once to any question for short debate except, with the leave of the House, for the purpose of explaining themselves in some material point of their speech (no new matter being introduced).
