(1) This House will not proceed upon any petition, motion, or bill, for granting any money, or for releasing or compounding any sum of money owing to the Crown, but in a committee of the whole House. (2) This Order shall not be deemed to preclude the House, upon consideration of a bill reported from a committee, from considering an amendment that would have been in order if it had been proposed in committee. |
