The committee shall consider each instrument referred to it on a motion, 'That the Committee has considered the instrument'; and the chair shall put any question necessary to dispose of the proceedings on the motion, if not previously disposed of, not later than one and a half hours after the commencement of proceedings thereon; and shall thereupon report the instrument to the House without any further question being put.
