1869 — 13th July That every such Contract, when executed, should forthwith, if Parliament be then sitting, or, if Parliament be not then sitting, within Fourteen days after it assembles, be laid upon the Table of the House, accompanied by a Minute of the Lords of the Treasury, setting forth the grounds on which they have proceeded in authorizing it.
