For the sittings referred to in paragraph (1) of this order, and notwithstanding the provisions of paragraph (1) of Standing Order No. 64 (Chairmen of standing committees), Mr Speaker may appoint any Member other than a Minister of the Crown as chairman of a special standing committee.
