for the consideration of any public bill certified by Mr. Speaker as relating exclusively to Scotland or of a public bill (or part of a public bill) ordered to be considered by a Scottish standing committee, the committee shall be so constituted as to include not less than sixteen Members representing Scottish constituencies;
