That every Member intending to move for the appointment of a Select Committee, do endeavour to ascertain previously whether each Member proposed to be named by him, on such Committee, will give his attendance thereupon.

Any Member intending to propose that certain Members be members of a select committee, or be discharged from a select committee, shall give notice of the names of the Members whom he intends so to propose, shall endeavour to ascertain previously whether each such Member will give his attendance on the committee, and shall endeavour to give notice to any Member whom he proposes to be discharged from the committee.
