The Speaker, or in a committee of the whole House, the Chairman of Ways and Means or either Deputy Chairman, may, if he think fit, call upon any Member who has given notice of an amendment, new clause or new schedule to give such explanation of the object thereof as may enable him to form a judgement upon it. |
