A committee to consider bills on report shall consist of not fewer than twenty nor more than eighty Members, to be nominated by the Committee of Selection to serve on the committee for the consideration of each bill referred to it; and in the nomination of such Members, the Committee of Selection shall have regard to their qualifications and to the composition of the House: |
