1971 — 21st January	A second reading committee shall report to the House whether or not they recommend that the Bill ought to be read a second time; they shall have power to state their reasons for recommending that a bill ought not to be read a second time; and the question for the second reading of such a bill shall thereafter be decided without amendment or debate.
