A second reading committee shall be a standing committee consisting of not less than twenty nor more than eighty members, to be nominated by the Committee of Selection to serve on the committee during the consideration of each bill; and in the nomination of such members the Committee of Selection shall have regard to their qualifications and to the composition of the House.
