There shall be a select committee, to be designated the Estimates Committee, to examine such of the estimates presented to this House as may seem fit to the committee and report how, if at all, the policy implied in those estimates may be carried out more economically and, if the committee think fit, to consider the principal variations between the estimates and those relating to the previous financial year and the form in which the estimates are presented to the House, to consist of forty-three members, who shall be nominated at the commencement of every session, and of whom seven shall be a quorum:
