The Speaker shall put the questions necessary to dispose of proceedings on motions authorising expenditure in connection with a bill and on ways and means motions in connection with a bill-

proceedings of a committee on a motion authorising expenditure in connection with a bill: Provided that any questions necessary to dispose of the proceedings of such a committee shall be put at a quarter to eleven of the clock or at the expiration of three quarters of an hour after the House shall have resolved itself into that committee whichever is the later.
