For the consideration of bills certified by Mr. Speaker as relating exclusively to Scotland and committed to a standing committee or bills committed to the Scottish Standing Committee, the Committee shall consist of thirty members representing Scottish constituencies, who shall be nominated by the Committee of Selection in respect of each such bill and to whom the Committee of Selection shall have power to add not more than twenty members. In nominating members the Committee of Selection shall have regard to their qualifications and the composition of the House.
