On the order being read for the second reading of a public bill relating exclusively to Northern Ireland, a motion may be made by a Minister of the Crown (or in the case of a private Member's bill, by the Member in charge of the bill), 'That the bill be referred to the Northern Ireland Grand Committee'; and the question thereon shall be put forthwith and may be decided at any hour, though opposed: Provided that such a motion may be made by a private Member only with the leave of the House.
