<p>Applicants explained their eligibility against the criteria to non-government organisations (NGOs) partners, which was then confirmed (or disputed) by community members. This system is appropriate when people do not have written records of income or assets, but do have strong community networks. The NGOs compiled the initial list of recipients, in consultation with community members, community leaders and local authorities. The World Food Programme undertook additional beneficiary verification to ensure they met the criteria through household visits before endorsing the final list.</p> |
