The National Offender Management Service is responsible for setting food policy for all prison establishments in England and Wales.

Specific arrangements for religious festivals are made locally by prisons. Guidance is included in three Prison Service Instructions - 51/2011 (Faith and Pastoral Care for Prisoners, currently being revised to include information on Quakerism and Rastafari), 44/2010 (Catering Meals for Prisoners) and 33/2013 (Religious festival dates for 2014), copies of which are in the House Library. Rastafarian prisoners and some Orthodox prisoners celebrate Christmas on 7 January. On this date, prisoners will have access to a published menu and be able to pre-select a meal of their choice.
