A provision in the Road Traffic Regulation Act 1984 empowers the police, in certain defined circumstances, to remove and recover vehicles. This work is carried out by contracted recovery operators. The Home Office has not issued any guidance to the police on responsibility for meeting recovery costs, as this is an operational matter for the police. The Home Office has also not issued any guidance to the Association of British Insurers as this is a matter for their commercial decision.
