	answer text	Good progress is being made towards establishment of the Green Investment Bank. My officials are in detailed discussions with the European Commission and the Government hope to obtain state approval for the Green Investment Bank later this year. We envisage that the bank will be operational in both Edinburgh and London by autumn 2012, subject to state aid approval.
