	answer text	<p>We have announced that changes to the rollout of personal independence payment (PIP) are because we are introducing PIP in a controlled manner, learning lessons from the live environment to ensure we get this right. This approach is in line with the way we have been introducing all our other programmes of change. New claims to PIP began in April in a controlled start area and were extended nationally across Great Britain in June.</p><p>We continue to take new claims to PIP across Great Britain and on 28 October 2013 we started the natural reassessment phase with both Atos and Capita, inviting some existing DLA recipients living in Wales, West Midlands, East Midlands and East Anglia to claim PIP.</p>
