<p>Building Regulations set standards for the design and construction of new homes and the primary responsibility for compliance with these requirements rests with the person carrying out the building work, such as the developer or builder. The Building Act 1984 provides local authorities with a general duty to enforce compliance with building regulations and formal enforcement powers for dealing with breaches of the Building Regulations.</p><p>The Government agreed with the recommendations in Dame Judith Hackitt’s independent review of the building regulations and fire safety system and is committed to putting stronger accountability at the heart of a more effective system. As part of our reforms to building safety, we are establishing a new Building Safety Regulator which will provide enhanced oversight of the building safety regulatory system - driving competence amongst professions and trades working on buildings, as well as leading oversight of the tougher regime for high risk buildings.</p>
