<p>Under EU procurement rules, public procurers may exclude a supplier from bidding when it has committed a criminal offence relating to its business or profession or has committed an act of grave professional misconduct in the course of its business or profession. This will be a decision for the individual contracting authority to decide.</p><p>The Government takes very seriously any allegations of blacklisting of employees, which is an unacceptable and illegal practice. However, we have seen no evidence of this practice recurring since the introduction of the Blacklisting Regulations in 2010 made the use of blacklisting unlawful.</p>
