	answer text	<p>I have discussed potential improvements to the M4 around Newport with the First Minister on a number of occasions, most recently on 1 November with the Prime Minister and the Deputy Prime Minister. We were pleased to confirm to the First Minister that we will enable the Welsh Government to use its existing borrowing powers to help fund improvements to relieve congestion on this vital route through south Wales.</p><p><?notus-xml column=956?></p>
