<p>There are no targets on local authorities for the collection of plastic and other light-weight materials. Centrally-imposed recycling targets on local authorities were removed to enable them to focus on local priorities.</p><p>National waste packaging targets are intended to increase the collection and reprocessing of plastics and other packaging materials. An impact assessment for these targets suggests that investment of £221 million is needed in local authority collection to meet the future recycling targets for all materials. There is also an element of commercial waste collection, but most of the assumptions were based on the need to extract material from the household waste stream.</p><p>DEFRA made a commitment in the Review of Waste Policy in England 2011 Action Plan to develop a carbon metric to report on waste management at national and local levels, alongside existing weight-based reporting. This will use existing information provided by local authorities and is not designed to form part of any target.</p>
