Pursuant to the Bank of England Act 1946, on 1 March 1946 all capital stock of the Bank of England, or 'Bank stock', was transferred into the name of the Treasury Solicitor, to be held on behalf of HM Treasury.</p><p>That legislation does not authorise the stock to be held for any person, including any foreign state, except the Treasury.</p>
