<p>Through the Gas Suppliers Standard Licence Condition 29, Ofgem, the independent regulator for the gas and electricity markets, requires suppliers annually to inform domestic customers of:</p><p>the safe use of gas appliances and other gas fittings;</p><p>the dangers of carbon monoxide poisoning;</p><p>the benefits of fitting an audible carbon monoxide alarm that complies with a relevant British or European safety standard;</p><p>the benefits of gas safety checks; and</p><p>where to seek advice if gas appliances are condemned as a result of a gas safety check.</p><p>In 2011, the All Party Parliamentary Gas Safety Group published a report recommending that “Ofgem should regularly review and evaluate the effectiveness of the requirement for gas retailers to raise awareness of carbon monoxide”. Following this, Ofgem has contacted all suppliers to ask them what they do to monitor the effectiveness of their communications with customers regarding carbon monoxide. Having received responses</p><p>to this question Ofgem plans to discuss the matter further with suppliers during bilateral social obligations meetings which are scheduled in the new year.</p><p>Gas distributors are also obligated to raise awareness of carbon monoxide safety as part of the price control.</p><p>Ofgem is currently undertaking a review of the Priority Services Register (PSR)—a range of free services that suppliers and distributors are obliged to offer to their most vulnerable customers—to examine whether the services offered remain relevant and whether they are targeted at the appropriate customers. These services include free gas safety checks.</p>
