<p>In July this year the Government announced its intention to adopt a new definition of fuel poverty, moving away from the 10% indicator of fuel poverty that Professor Hills' review of fuel poverty found to be flawed and focusing instead on those who have a low income and high energy costs (LIHC). In England, in 2011, there were 2.4 million households in fuel poverty under the LIHC indicator.</p>
