DWP has a statutory commitment to independently review the work capability assessment annually for the first five years of its operation. Dr Paul Litchfield has been appointed to carry out the 4th review and his report is due to be published before the end of 2013. In addition, the Department is currently undertaking an evidence based review of the work capability assessment. With input from relevant representative organisations and external experts, the review is due to report before the end of 2013.

The criteria for personal independence payment were developed in collaboration with a group of independent specialists in health, social care and disability, including representatives from RADAR, who subsequently merged to become Disability Rights UK, and Equality 2025. DWP also has a statutory commitment to lay before Parliament two independent reports on the operation of assessments within two and four years respectively.
