<p>Any intermediary in England, Wales or Scotland or Northern Ireland that will be or has been provided support from the Energy Bill Relief Scheme (EBRS) must ensure they are passing this support on, in a just and reasonable way, to end users. The pass-through benefit must be passed on as soon as reasonably practicable.</p><p>EBRS support ended on 31 March, if the scheme benefit were not yet passed on to end users, the expectation is that the support will still be passed on in accordance with the pass-through requirements. If end users do not believe this obligation has been met, they are advised to contact their intermediary to resolve this in the first instance. If there is still disagreement the end user may pursue recovery of benefits as a civil debt through civil proceedings.</p>
