<p>Removing heritage assets limits our understanding of our history, even if the events or actions of individuals in question may not be considered acceptable today.</p><p>The Government is clear that the starting point for custodians of such assets should be to comply with the Government’s policy to ‘retain and explain’ them — that is, to keep assets in situ but to complement them if necessary with a comprehensive and balanced explanation. This explanation should provide the whole story of the person or event depicted, ensuring that people are able to understand the broader historical context, and equipped with the information they need to form their own opinions.</p><p>It is the responsibility of the custodians of such assets to ensure that accompanying explanations are accurate and balanced. The guidance sets out information to help them go about this.</p>
