	answer text	<p>This was one of a number of recommendations contained in the report of the review into information governance and information sharing in the health and care system conducted by Dame Fiona Caldicott at the request of the Secretary of State for Health, my right hon. Friend the Member for South West Surrey (Mr Hunt). This report was published on 26 April 2013. The Department of Health is preparing the Government's response to Dame Fiona's report and will be discussing this recommendation with the Department for Education. The Government response is expected in the summer.</p>
