<p>Phases 1 and 2 cover the period 1 January 2013 to 31 March 2014. Ofgem reported that, as of the end of September 2013, energy companies had collectively delivered 16.3% of their phase 1 and phase 2 obligations under the Carbon Saving Community Obligation within the Energy Company Obligation.
