<p>The UK Producer Responsibility Obligations (Packaging Waste) Regulations are based on the principle of 'producer responsibility'. They place an obligation on producers to recover and recycle a proportion of the packaging, including plastics, they place on the market.</p><p>Through this market based system producers can choose to meet their obligations by buying packaging recovery notes (PRNs) or making suitable arrangements for collection and recycling directly with local authorities and private waste collectors.</p><p>The demand for PRNs will be reflected in their price and will stimulate increased collection of packaging which will, in turn, help meet the recycling targets set in the regulations.</p>
