	answer text	The Government consider that local authorities, working with their communities, are best placed to determine how to meet the housing needs of their communities. The Government will be consulting on the draft National Planning Policy Framework in July which will contain policy to delivery national objectives, for example on housing. This will provide the flexibility for local planning authorities to decide how they want to meet local housing needs.
