§ The Secretary of State for International Development (Hilary Benn)Subject to Parliamentary approval of the necessary Supplementary Estimate, the Department for International Development DEL for 2003–04 will be increased by £127,348,000 from £3,629,106,000 to £3,756,454,000 and the administration costs limits has been increased by £3,250,000 from £209,000,000 to £212,250,000. Within the DEL change, the impact on resources and capital are as set out in the following table:
a transfer of £116,250,000 resource from the Central Reserve to the Reducing Poverty in the Rest of the World Grants subhead;
a transfer of £75,000,000 resource from the Unallocated subhead to the Reducing Poverty in the Rest of the World Grants subhead;
a transfer of £38,000 resource from DFID Developing Innovative Approaches to Development subhead to the Home Office as DFID's contribution to GRECO membership;
a transfer of £6,400,000 resource from the Central Reserve to the Developing Innovative Approaches to Development Grants subhead.
The change in the capital element of the DEL arises from:
a transfer of £500,000 from the Central Reserve to the Reducing Poverty in the Rest of the World capital subhead.
