I am pleased to announce that we have today given the Low Pay Commission new terms of reference. The Government has asked the Commission to consider whether the October 2004 upratings of the minimum wage recommended in their fourth report remain appropriate in the light of economic circumstances, and to consider the possible advantages and disadvantages of a minimum wage rate for 16 to 17 year old workers. The Commission has been asked to report to the Government by the end of February 2004. Copies of the terms of reference have been placed in the Libraries of the House.
