§ Mr. Paul MurphySubstantial progress has been made in implementing the Agreement, but the restoration of the devolved institutions depends on the restoration of public trust in the commitment of participants to exclusively peaceful means and to stable inclusive institutions. If that can be achieved then, as my right hon. Friend the Prime Minister has explained, we can implement the rest of the Agreement in its entirety together.
