It provides funding for childminders' start up costs and support for childminder networks. Some £20/29/35 million will also be available to support advice, support and training to enable children with special needs to access and benefit from services. To manage the increasing demand brought about by the expansion of the programme, local authorities will receive £62/85/87 million to support the work of Early Years Development and Childcare Partnerships.
