To ask the Parliamentary Secretary, Department for Constitutional Affairs what measures the Government are considering to reform the second Chamber. [187663]

Mr. Leslie

The Government are determined to proceed with further reform of the House of Lords. Proposals will be developed in the context of the Labour Party manifesto.

To ask the Parliamentary Secretary, Department for Constitutional Affairs whether the Lord Chancellor plans to bring forward proposals to change the powers of the House of Lords to delay legislation. [187669]

Mr. Leslie

Any proposals for substantial reform of the House of Lords will have to consider the role, powers and procedures of the second chamber and its relationship with the House of Commons. The Labour Party will return to House of Lords reform in its manifesto.
