§ Lord BachThe Ministry of Defence commissioned the RAND Corporation in autumn 2003 to conduct a study covering the domestic capacity for naval ship construction. The length of the study was eight months, and it cost some £300,000. This was complemented by an internal study conducted over a similar duration and met within existing departmental resources.
