§ Mr. McNultyThe Blue Badge scheme provides a national arrangement of parking concessions for severely disabled people who travel either as drivers or1524W passengers. Approximately 2.41 million people in Great Britain are currently in receipt of a Blue Badge. This equates to about 4 per cent. of the population.
