To ask the Parliamentary Secretary, Department for Constitutional Affairs what plans he has to introduce regulations in Northern Ireland to make provision for solicitors to offer their services on a no-win-no-fee basis. [173423]

The Access to Justice (Northern Ireland) Order 2003 provides for the introduction of conditional fee agreements, commonly called no-win-no-fee agreements, and litigation funding agreements. The Northern Ireland Legal Services Commission is currently considering the full implementation of the Access to Justice (Northern Ireland) Order, including the introduction of conditional fee agreements and litigation funding agreements. Decisions on this issue will be taken in the context of the Commission's recommendations on implementation of the Order.
