How many member states of the European Union have submitted their national allocation plans to the European Commission, as required by the Emissions Trading Directive; and when the Government intend to submit theirs. [HL2586]

The UK submitted their national allocation plan to the European Commission on Friday 30 April 2004. At this time, eight other member states had submitted their plans to the Commission.
