asked Her Majesty's Government:

Whether, in preparing legislative proposals to introduce into Parliament, they operate on the basis that the legislative powers of Parliament are, as a matter of British constitutional law, unlimited powers. [HL1953]

The Government consider that it is a fundamental principle of British constitutional law that the competence of Parliament to legislate on any matter is unlimited.
