§ Mr. LeslieThe number of successful appeals against closure decided by Ministers is as follows:
and in 2004 there have been three successful appeals so far and none dismissed. There are two appeals still outstanding.

- 1998: 1 out of 26;
- 1999: 1 out of 9;
- 2000: 1 out of 11;
- 2001: none out of 12;
- 2002: none out of 2;
- 2003: 5 out of 15;
