To ask the Deputy Prime Minister (1) whether the order confirming the creation of the Civil Parish of St. Annes, Lancashire has(a) been drafted and (b) approved by Ministers; whether he expects that the Civil Parish will be an entity by 1 April; and if his will make a statement on the order making procedure for the creation of the Parish; [164978]

(2) when he expects to make the order confirming the creation of the Civil Parish of St. Annes, Lytham St. Annes, Lancashire; and if he will make a statement. [164979]

Having received a valid petition, and before making an Older for the creation of a new parish, the Government first consult interested parties on a draft Order, after which the Order, which is not subject to parliamentary procedure, is made.

Following consultation on a draft Order for the creation of the parish of St. Annes, we have decided to defer the making of the Order, to allow Fylde borough council to make the necessary electoral and warding arrangements.

The Office of the Deputy Prime Minister expects to make the Order later this year to come into effect on 1 April 2005.
