HL Deb 29 March 2004 vol 659 c136WA
Baroness Finlay of Llandaff

asked Her Majesty's Government:

What is the cost of introducing new health warnings on cigarette packs to highlight the dangers of second-hand smoke. [HL1237]

The Parliamentary Under-Secretary of State, Department of Health (Lord Warner)

There was no cost to the Government to introduce the new health warnings on cigarette packs. We do not have a figure for the cost to manufacturers of introducing the new health warnings, including those on second-hand smoke. However, the total cost to manufacturers of adopting Directive 2001/37/EC which covered labelling requirements (including the new health warnings) was expected to be between £18.2 million and £22.6 million. (See Appendix 1 of the publishedFull Regulatory Impact Assessment on the Implementation of EU Directive 2002/37/EC on the Manufacture, Presentation and Sale of Tobacco Products).
