§ Alun MichaelThe CAP agreement provided member states with a number of methods for paying the single farm payment including historic, flat rate and hybrid options. Defra will publish shortly an analysis of the economic impact on the English farming industry of these various broad models, including the decision to allocate entitlement on the basis set out in my right hon. Friend the Secretary of State's, statement to the House on 12 February.
